The Allure of Empire looks at how America’s ideas about race in the Pacific changed before World War II. After the Russo-Japanese War, the United States became friendly with Japan, thinking of it as a “progressive” empire like its own. Even though the two countries competed for power in Asia and disagreed over immigration in the American West, they still worked together because they both respected each other’s empires. This cooperation lasted until the attack on Pearl Harbor, when both countries stopped trusting each other and became enemies.

Chris Suh shows how discussions about Korea were important in these changes. At first, America saw Japan as a good partner because of how Japan ruled over Korea. But when Japan treated Koreans badly, Americans began to change their opinion about Japan, which led to Japan’s immigrants being excluded from the U.S. A big part of this shift was the way some Asian leaders, like Koreans and Japanese, worked together to try to be included in what they thought was a “progressive” American empire. The book shows that the empire stayed strong by encouraging cooperation between different races, but still kept certain groups lower in the social order.
